How often are notes published?

When something changes that affects a card: a feature launch, a price change, a shutdown. There is no fixed schedule, and every note carries the date it was checked.

Do notes change a card's stamp?

No. A note reports what changed. Stamps follow the criteria published at the desk, and any stamp change shows up on the card itself with a new Checked date.
